I'm stumped.
I can't find a Group Policy that would lock Send/Receive. But if you're in a IT managed environment, check with your Admin. Can't tell from your pics - Is the "New" button enabled? If so, can you add and edit a new Group? https://www.extendoffice.com/documen...ive-group.html
