Yes, it could be that you need a break, yourself.
- Section break between parts (either next-page or odd-page). Not a page break.
- in second section where you want the page numbering, unlink the headers/footers from previous. This is an individual setting for each header or footer (three of each per section). You may only need to unlink the primary footer.
- Set up your page numbers and the starting number.
- Go back to your front matter section and either remove page numbers or format them the way you want (i.e. Roman numerals).
