to a newbie, the instructions to start page nmbering after TOC is awful

I cannot get numbering to start after TOC in WORD 2007

I don't understand pagebreaks either

I moved the cursor to the bottom of TOC and clicked pagebreak
Then I opened the footer of the next pgae.
then I held pagenumber FORMAT
I selected START at 1

the page number of chapter 1 come su as 12

makes no sense.

design for barriers to entry, is WORD.

nothing is intuitive.
