Yes, it could be that you need a break, yourself.

1. Section break between parts (either next-page or odd-page). Not a page break.
2. in second section where you want the page numbering, unlink the headers/footers from previous. This is an individual setting for each header or footer (three of each per section). You may only need to unlink the primary footer.
3. Set up your page numbers and the starting number.
4. Go back to your front matter section and either remove page numbers or format them the way you want (i.e. Roman numerals).
