That's easily enough achieved by unlinking the header & footer from the preceding & following Sections, then inserting the header & footer content into suitably-aligned & positioned textboxes. A rather simpler undertaking than rotating the table. In any event, In Word 2010 and later, provided you have the compatibility mode switched off, you can use: Insert>Text Box>Draw Text Box, insert the table into the text box, then rotate the text box.
