Default Can't switch to balloons

One of our Vice Presidents works on a lot of contracts with multiple collaborators and really depends on the use of Tracking changes. He wants to have all his changes show up in Balloons on the right but no matter what we select the changes revert to inline. He even had the program uninstalled and reinstalled. This is driving him crazy so if anyone has a possible solution we would be most grateful.

Here are the settings:

Word 2013
Review tab
Track Changes On

All Markup selected
Show Markup has all options checked with


Balloons - Show Revisions in Balloons checked
Reviewing Pane off

Tracking Options
Show - all elements checked
Balloons in All Markup view show: Revisions

Advanced Options
Track moves checked
Track formatting checked

Balloons
Preferred width: 3.7" (default)
Show lines connecting to text is checked

Are you saying that the Review tab | Show Markup | Balloons | Show Revisions in Balloons option gets deselected as you close and reopen the document? Or does the option stay selected but it just doesn't work?

Can you reproduce the issue in other documents?

Hi Stefan,
He has all the correct settings configured however they don't execute. So he has all the options displaying but then the revisions end up inline. So it just isn't working. The weird thing is that this was happening when he was using Word 2010 so we upgraded him with a new install of Word 2013. Still experiencing the same issue. This appears to happen with all the documents he tries to use tracking on.

If this also happens with new, blank documents, exit Word and rename the Normal.dotm template. Then restart Word and see if everything works in a new document.
