It doesn't matter how you use them if you don't have them set up correctly in the first place. The way to do that is to follow the directions at
How to create numbered headings or outline numbering in Ribbon Versions of Word by Shauna Kelly as already recommended. Once you have them set up correctly, then you would change the style to the style with your top level (likely Heading 1).
