Your example suggests that you don't want this to be heading numbering, but you should still set up numbering attached to paragraph styles. You can create nine styles yourself and then associate them with levels in a multilevel list, as discussed in Shauna Kelly's article. (As an alternative, you can use built-in styles, for example the ones in the List Number series.)
No matter which set of styles you choose, you create numbering from the start via Home tab | Multilevel List | Define New List Style, create the numbering for each level and then associate paragraph styles. In other words, a total of ten styles will be involved in the process (nine paragraph styles plus one list style).
To apply the numbering to text paragraphs, apply the appropriate paragraph style. Often, using the Apply Styles pane (Ctrl+Shift+S) is the easiest approach.
