Default Header Changing Position When I Restart Numbers

I'm writing a book and creating a chapter outline for it. I want to have numbered lists restart after each section. Sounds simple enough. Here's the problem:



Here's the setup before, showing a new section heading with the incorrectly numbered list (Attachment 1).

I go to Right Mouse Button/Restart at 1 (Attachment 2).

The heading moves half an inch over (Attachment 3)! I can't seem to find a way to get around this issue.

Ideas?
