Firstly, Heading 1 and Heading 2 'should' be part of the same Outline Numbered template with a setting that restarts the Level 2 (applied to Heading 2) numbers after a higher level. Then you wouldn't need to restart the list manually.

If these were being treated independently of each other then you need to look at the outline list settings to ensure that the indents are in agreement with the indents saved to the Heading 2 style. If the indent of the style is different to the indent of the outline list applied to that style you get the problem you are seeing with the manual restart.

If you post a sample doc we can have a look at the style/list definitions and explain where the problem lies.
