I looked at your sample. I pressed Ctrl+A and then F9.
The cross-reference numbers updated. With default settings, going to print preview also updates the reference fields. |

I have just thought of something - we tend to operate in a cloud environment.
As an experiment, I tried to update the references in the cloud - my problem remains. I then tried the same document outside of cloud, and the references updated. What's going on? |

Are you using OneDrive as your cloud storage location? Are you opening the document from within the locally installed version of Word?
Note that the online version of Word has limited capabilities. For one thing, it doesn't support fields fully.
