Had you sent the document itself rather than a picture we would have been able to see how you created the lines, but they look like text or tab leaders so you are not going to be able to type over them. For this type of document it would make more sense to use a borderless table (with bottom borders on the cells if you wish) to layout the text etc and use content controls for the values.
