how to change the starting row of a page section

This word document was taken from a template. I do not know how it ended up with 17 sections. I have attached the last two pages which hopefully will show the problem.

Other than the screenshots, there are no attachments to any of your posts. Perhaps you could attach the actual template, too?

Did my directions allow you to change Section 17's settings?
