Default Picture inserts messing up margins

I open a new document with narrow margins for 8.5x11 paper.

I insert ONLY pictures (square wrap, no text), size them to 2.4x3.5, and position them 2x4 on the page (not always 8 pictures on a page). I save and reopen the file and my margins have changed to at least 12 wide and the pictures are all rearranged - the only thing that remains the same is the picture size. At this point I cannot change the page size. The only thing I can change is the margin back to about 7". This causes the pictures to rearrange to where I originally had placed them - but in whatever order M$ cares to think they should be in.

If I do the same thing for a text/picture document, none of this happens.

WHAT am I missing??????????
