I have created a form in word 2013. All works fine when I restrict for editing using Filling in forms option, except the Picture Content Control will not allow me to upload an image. This works fine without the restriction.

I have tried to see if I can use the Formatting restrictions options, but I cannot see where I can uncheck the Picture control.

Any help would be much appreciated.

I needed to create continuous page breaks and have the picture control in a different section and then for some reason it worked.

Content Controls and legacy form fields do not play well together.
You can restrict editing - no changes and set exceptions where editing can occur. This method imposes fewer restrictions on Word's other functions. It does not work wel with legacy formfields, though.
