If the purpose is just to enable printing on A4, you could use the 'scale to paper size' print setting; otherwise, you'd could use a macro to do the rescaling but even that wouldn't be precise, since there's a lot (e.g. font sizes, border thicknesses, paragraph before/after spacing, etc.) that won't scale to exactly 70.71% of the original size.
