I have replicated this issue at more than one machine with MS Office 2010 and 2013. Hence, I don't think it is an installation issue.
I'm attaching a document (issue.doc). When you open it, you'll "1 of 1" in the first page footer. You scroll down or double click the footer, it changes to "1 of 2". Close the document and re-open, the issue is back again. Now you double click on "2 of 2" and select "link to previous" in the toolbar section, the document is good.
