Default Format tab features for photo are dimmed under protected doc

Hi,



I created the Word template to protect the header / footer and some fields titles, then I use developer tab > Protect document > restrict formatting and editing, set the password, etc., everything is fine, when I tried to use this protected format template, insert texts and photos on the body, it was also fine, but when I highlight the photo, I found that I cannot use format tab as most of them are dimmed, how can I enable these feature under the protected word doc, many thanks.
