OK, I got it, but I cannot imagine to use content controls!!!!

Let's say if the section 1 is protected, section 2 is unprotected and I assume section 2 is free for end users to add/edit/delete texts as well as insert photos, but the weird things is when someone insert the photos on section 2, they cannot use format tab functions for this photos!!!

Also, if I added image content control on section 2 body for end user to upload the photo, can end users use format tab functions when they highlight the photo, apparently, it is not working!! Anyway, thanks your information.
