You put the exceptions where you want people to be able to make changes and make it an exception for everyone. While I expect that users will be able to use the formatting tab, I don't know because I've never tried this. Why don't you try and then educate me?

Because I never imagine that Word doesn't allow users to use image editing functions under format tab when they editing photo on unprotected area.
