Default Putting images in the background when saving .docx as PDF


When I save a .docx as PDF with Word 2010 32bit (on Win7 32bit), the images can be selected, which makes blue frame appear around them etc.

However, I've seen a number of PDFs where all the images are in the background (not sure if that's the correct term here). There are more like a watermark and cannot be directly selected.

I can save a PDF with word so the images get "backgrounded"? Or does that have something to do with the PDF being protected?
