For what you wan to do, you should save the desired TOC Styles to the desired document Template.
You should be able to get these Styles to automatically apply to existing documents by opening those documents and checking the 'Automatically update document Styles' option (see Devloper|Document Template|Templates. I'm not sure whether you'll then have to close & re-open the document for the setting to take effect.
