Without seeing the actual document, it's hard to say. If the content appears on every page, it's likely to be in the page header or footer. If the document is set up as a Word form, it probably uses formfields. In that case, you can only enter anything into the formfields or unprotected portions of the document; indeed, forms protection can even be applied to documents without formfields to restrict users from editing certain Sections. Turning off the forms protection is needed before the protected content in such documents can be edited.
