Multiple Master Pages dont sync with content pages

I have a document that will be used as a master for multiple projects and it has multiple Master pages with graphics on each

these master pages do not sync with content pages and everything i tried to make the content follow the master pages isnt working.

Suggestions? Please advise. Joe
