I don't follow your question "is there any other way to do this". Do what?

The Task Usage view shows you tasks and assignments. If you don't have resources, you don't have assignments.

If you want costs, you'll either need to:

Create resources with costs and assign them.
Use Cost resources
Use Fixed Costs

Project will not suddenly apply costs and there will be no data in the cumulative cost field.

to show percent complete in a way other than you told before... is there?

ok i was just trying to describe another way i did to do that, please ignore that part...
