If you need to restrict Task A to be worked on during specific times, consider creating a task calendar restricting work to only the morning hours. Assign that task calendar to Task A. Then resource leveling will do what you want it to. It will assign only 4 hours (at 100%) for Task B during the duration of Task A then 8 hours per day for the end of Task B.
