Tony, you are confusing duration and work. Duration is how long a task takes from beginning to end. If your resource is only available half time, then shouldn't it take twice as long? I suggest working with the Task Entry view (Gantt chart over the Task Form) to see if this works for you. Enter your work estimates of 16 hours and let project calculate the duration.
