Can I position 2 text boxes on a slide and keep the same distance when adding text?

Okay hopefully this is not confusing but I can't figure this out...



Title
1cm of space
Text box 1
1cm of space
Text box 2

Now, when I add text in text box 1, the textbox simply gets bigger and covers textbox 2. If I put shrink text on overflow it makes the text super tiny. So right now I have it set to resize shape to fit text. What I'm wondering, is there a way that if I add text to text box 1 and it overflowers, it'll just push down text box 2 and keep that 1cm space between the two text boxes, rather than just covering it the second text box?

Similar to how 2 bullet points will always retain a certain amount of line space between them, despite how long bullet 1 gets? At my wits end here!
