I would use shapes to create the different layers. Have a shape with the grey textured pattern (make sure you turn off any Shape Borders) and layer it across the bottom of the slide, insert an oval or similar shape and then using the Format Picture dialog select the Fill section and choose Picture or texture fill. Then include the image of the plane as the picture and it will fill the shape. Can also use the same method to create the red & white swirl effect between the plane image and the grey texture. Would just be a matter of patience and tweaking along the way but you could get it very very close to how the sample looks.
