Outlook 2003 does have the Favorites section like the later version. If you're not seeing it, you are likely looking at the Folder List view for the Nav Pane, rather than the Mail list. Favorites only show when you're looking at only the Mail folders. Click on the Mail button at the bottom of the Nav Pane and the Favorites should show up.
