Outlook 2002 duplicating updated calendar events

Good Morning,
I have an unusual issue occurring with one of my users, user1. Whenever they send a meeting request, the recipent receives it fine, however if User1 updates the time of the meeting, user2 and user3 will receive the updated meeting time duplicated.

If anyone has any ideas, they would be super helpful.
