Sorry, I missed that you have already tried "Export the Sent Items folder to a new Pst".
I think my #2 still might be worth a try: 2) Create a new empty PST on the old PC, copy some of the Sent emails into it, and then open that on the new PC. (Certainly want to test with a sample first)
