Files sent to junk email keep coming

I am using Windows 7 and Outlook 2010. When I use a drop down menu and click on junk/block sender, the sender is never blocked. I continue to receive emails from them that have the same email sender address.
Any suggestions about how to get Outlook 2010 to actually block sender emails?
