DownLoad Header Only

I have hotmail and can't get outlook to download header only?. If I set it to download headers only I get a error on sending and recieving. If I put it back to download full it works. Is it possible to download only headers with outlook 2007 or do I need a different mail account?. Thanks for any suggestion you have.
