You don't need editing restrictions to deploy such gauges and pointers.
The real issue will be in controlling where the pointer can be moved to. On their own, editing restrictions won't help with that. You would probably need to use something like a content control in an adjoining cell that runs a ContentControlOnExit macro when exited (perhaps after you've input a percentage figure).
