This is by design. Only direct font formatting (that is, font formatting not in style) applied to heading text will be reflected in the table of contents.
However, if you want all entries at a particular level to have a specific color, modify the corresponding TOC style to include that color. For example, add blue to the TOC 2 style if you want all level 2 entries in the TOC to be blue.
