Thank you - yes - that does mean I can go back to starting a new section for each chapter.

Actually, even in Word 2010, a page break is forced if two footnotes are separated by a continuous section break. If you select the "Lay out footnotes the way Word 6.x/95/97 does" compatibility option, Word may still move the footnote (even if it doesn't "convert" the section break).
