Shift+F9 don't pull that info on my Powerbook because they're locked to other functions.
However, I've been a duffer. The 'page numbers' ARE hyperlinked. I'm used to OO Writer where the whole heading is hyperlinked in blue; can this be done? And can you automatically update the TOC when new headings are added?
