Saving a Word 2007 document as a PDF fails

No, I don't know that.

This is all rather perplexing - problems in this area almost always stem from interactions with virus scanners and the like, or left-over .tmp files and such.

At this stage, I'd suggest going though the process outlined at: http://support.microsoft.com/kb/921541

Beyond that, you could try deleting the Building Blocks.dotx file, which you'd do with Word closed. For this, see: http://support.microsoft.com/kb/925175
