Thanks for all your ideas.
Stefan, I like your Index idea, but I need to have hyperlinks from the index to the places in the document. Is there a way to do that without manually creating the hyperlinks? Something I left out of the original post, is that the categories Infrastructure and Parks don't actually appear as headings anywhere in the document. Also, as it is already a large document, it will make it too unwieldy to have an activity repeated in the document if it comes under more than one category.
