The Navigation Pane already does this. Why reinvent the wheel?
If in the Header it must be constrained to a single page and it will not have clickable hyperlinks in Word (although it can in a pdf convercsion).

Go into your Header.
Create a Text Box where you want your TOC. This can be with or without a border. Text should be set to wrap around it.
Insert the TOC inside the text box.
