The QAT has NEVER been divided into two parts, despite appearances.


MS has played with putting certain commands, often contained in the QAT, into the Title Bar.

The Title Bar is not modifiable through the user interface. I do not believe that it is modifiable through vba or XML, either.
It is possible to put parts for the QAT in different templates and possible doing that to turn parts on and off.
