When you have a section in which page numbering restarts and you add a section break, that setting transfers to the new section. Go to the new section and use the Format Page Numbers dialog to tell Word to use continuous numbering from the previous section.

Otherwise if there are two many sections like this or you can't figure it out, look at Continuous Page Numbering Add-In.
