There should be backslashes in front of each switch letter so it should read
{TOC \o "1-4" \t "Style4,1,Fund,3" \h \z \n "3-3"}

You should use Shift-F9 instead of Alt-F9 to display only the selected field code. Then press F9 to rebuild the TOC and show the result.
