If your redact to image save converts the entire page into a pure bitmap format with no layers then your redacts should be safe. This will mean that the visible text can't be searched either though.

However if there are layers or you save to Word, PDF, vector or metadata image format then the white boxes are likely to mask the data and it can still be read.
