Default Forcing a section to skip numbering

Hi,

My job requires me to convert many manuals from Frame Maker to MS Word. 99% of the functions, I've had no issues converting over, but have a couple of things that I'm not happy with. This is one of them.

In some of the manuals, there are section skips.. 61, 62, 63, 68, 72 etc.. We use chapter-page numbering in the outside footer of the document, as it is also in the table of contents.

Other than going hard core and using cross-reference, and hand numbering pages, is there a way of using both chapter/page numbering and forcing word to skip the chapter numbering on the page footers? Each section is also a list, so that also needs to be in the TOC.

My work around has been to put a single space, turn it into a heading, put a same page section break, then hide the heading. This makes the paging change, but when I export to PDF, it includes all the hidden sections, which need to be manually removed. Formatting the page number only allows me to change the page number, not the chapter number.

Has anyone else worked out a workaround for this that is better?

Thanks.
