1. Not sure what a revision tracked deletion is. I didn't knowingly create any such thing, that is sure.

2. I do not have any graphics in the file, so that wouldn't be the cause.

I have been suspecting that the section break may perhaps be hiding in/obscured by a heading or within a header or footer?
