Default Manipulating Headings so Image contents is correctly referenced in Table of Contents

I will try and be clear as I can be.

I have a pdf tender document. The pdf includes things like Note to Respondent and Identity of Respondent which are fields or tables required to be completed. This is simple enough, I the print the completed pdf, convert to Jpg and insert into word all good.

However sometimes these pdf files are pages long and have within them (pdf) headings.

As I have the time on this tender, I thought it would be nice to be able to include the 'now' imaged headings in the word table of contents. One way i can think of doing this is to place the heading on the page and then paste the image in front of the text. Bit messy but should work I guess. I just thought there may be a better way?

Thanks
