Lightbulb Header - Same as Previous function

I have a word document with 3 different header sections.
  • In Section 1, I have one information, for example, USA.
  • In Section 2, I have another information, for example, Brazil.
  • In Section 3, I have other information, for example, Japan.
Sections 2 and 3 have the option "Link to previous" checked. However, the information in sections 2 and 3 still remain the same, that is, "Brazil" and "Japan", respectively.

What should I do to have all 3 sections with the same information, in this case, USA?

PS: Section 1 start in page 2.
PS2: I have the same situation for the Footer, but what I change in section 1, it changes for all sections.
