To clarify for future readers of the thread.


The problem was that the document was in compatibility mode for a prior version of Word. Versions prior to Word 2010 did not rotate text inside text boxes.


By taking the document out of compatibility mode, making it a Word 2010 (or later) document the text box could be created and rotated with the text rotating.
